Since 1964, the Zephyr Knolls General Improvement District has cared for the streets, drainage, and lighting of our small lakeside neighborhood on the southeastern shore of Lake Tahoe.

Small district. Singular purpose.
The Zephyr Knolls General Improvement District was created in 1964 by Douglas County Ordinance No. 142, pursuant to NRS 318.010. Five elected board members administer and govern the district on behalf of the residents of Zephyr Knolls.
Our charge is straightforward: to acquire, construct, improve, and maintain the works that keep this neighborhood functioning beautifully at 6,200–6,750 feet.

Every season at Lake Tahoe asks something different of our streets. The district plans, funds, and maintains the essentials year-round.

Streets & Roads
Construction, grading, paving, and improvement of every street in the district — built to withstand freeze-thaw cycles and heavy alpine winters.

Snow Removal
Plows need every foot of roadway. Clear streets mean safe winter access for residents and emergency vehicles — which is why street parking is never allowed.

Drainage & Lighting
Curbs, gutters, and drainage that protect the lake’s clarity, plus street lighting that keeps evenings safe without washing out Tahoe’s night sky.

No Street Parking
Parking on the streets in Zephyr Knolls is not allowed at any time — emergency vehicles must have access, pursuant to Douglas County Ordinances 10.12.030 and 10.12.040. From November 1 through May 1, snow removal equipment also needs full access to every street.
Vacation Rental Permits
If your residence operates as a vacation rental, Douglas County requires a permit. Review the county’s application process, neighborhood caps, and waitlist before listing your home.
July 4th Security
A security guard will be posted at the lower entrance from 7:00 AM throughout the three-day Fourth of July weekend. Parking passes are delivered to your doorstep — place one on your dashboard, and ask the guard for extras for guests.
Be Bear Aware
Zephyr Knolls shares its forest with Tahoe’s black bears. Protect our bears — never leave trash outside, secure your containers, and keep food out of vehicles.
Life at 6,229 feet and climbing
Zephyr Cove sits on the southeastern shore of Lake Tahoe, where the neighborhood rises from the sand to the knolls across roughly three square miles.
